At this General Conference, 1861, which commenced on Sunday the 6th, and continued in session for three days, the following were called to settle in Southern Utah:

New Post Offices in Southern Utah.

The Postmaster-General some time since, established a post office at Tonaquint, Washington county, and appointed James Richey postmaster, and recently a post office at St. George, also in Washington county, and appointed Orson Pratt, jun., postmaster. These new offices will be a great accommodation to the citizens there, but inasmuch as that part of the Territory is receiving large additions to its population, more post offices will soon be needed for the accommodation of the cotton growers.

7th April, 1862. Election was held for St. George City resulting as follows: Angus M. Cannon, Mayor. Easton Kelsey and Benjamin Pendleton, Aldermen. Jacob Gates, Walter E. Dodge, Orson Pratt Jun., Councilors.

The first meeting of the City Council of St. George City convened on the evening of election day. All the Council were present, and appointed James G. Bleak as City Recorder.

Pursuant to appointment, the conference of the “Southern Utah Mission” was held at St. George on Saturday and Sunday, Nov. 15 and 16, 1862. President Orson Pratt and Erastus Snow presiding.

After singing, Apostle Erastus Snow offered prayer. After further singing, Apostle Orson Pratt presented the following business to the Conference. The organization of a High Council; the appointment of Bishops and the calling of missionaries to the Moqui Indians.

The following were presented by vote of those present: John Nebeker, President; Marius Ensign; Franklin B. Woolley; Orson Pratt Jun.; James G. Bleak; David H. Cannon; Franklin W. Young; Walter E. Dodge; Lysander Dayton; John M. Moody; Albert P. Tyler and John Vance, Jr….

Later in the day meeting convened for ordination and setting apart of High Councilors, etc. When the following took place:
