A todos los que la presente vieren, sabed: Que el señor Helaman Pratt se ha presentado en la Secretaria de Relaciones Exteriors como originario de los Estados Unidos de America solicitando que se le declare ciudadano mexicano, con arreglo a la Constitucion y especialment al articulo 27 de la ley sobre extranjeria y naturalizacion del 28 de Mayo de 1886 en cuya virtud le doy la presente para que pueda acreditar su calidad de mexicano que adquirio por haber llenado los requisitos de la citada ley con todos los derechos y obligaciones que competen a los mexicanos por la Constitucion y leyes de la Republica.
Dada en Mexico firmada de mi mano autorizada con el Sello de la Nacion y refondada por el Secretario de Relaciones Exteriors a los siete dias del mes de Septiembree del año 1,897.

To whom it may concern, know that Mr. Helaman Pratt, originally from the United States of America, has appeared to the Office of Foreign Relations petitioning to be declared a Mexican Citizen, according to the constitution, especially article 27 of foreign relations and naturalization laws of May 28, 1886 in virtue I bestow such that he might receive the benefits and for having fulfilled the requirements of the afore mentioned law and the obligations to abide as Mexicans according to the Constitution and laws of the Republic.
Granted in Mexico and signed by my hand, authorized with the national seal and sustained by the Foreign Relations Secretary this seventh day of September, 1897.
