The head quarters of the camp of Israel continued on the western bank of the Missouri river, Omaha country, subsequently known as Florence, Nebraska Territory.
With President Young at head quarters, were the following brethren of the First Presidency: Heber C. Kimball and Willard Richards; of the Twelve, Orson Pratt, Wilford Woodruff and George A. Smith. Orson Hyde was located on the Pottawattamie side of the Missouri, but was absent from home on a visit to St. Louis, Mo. Parley P. Pratt and John Taylor were located in Great Salt Lake Valley, with that portion of the Church that had followed the pioneers; Amasa M. Lyman and Ezra T. Benson were en route to the Eastern States on their mission. Newel K. Whitney, presiding Bishop, was also with Pres. Young at Winter Quarters.

Sunday, February 11. A meeting was held in the south side of the north line of the Old Fort, at which President Young was the main speaker. After the meeting was dismissed, President Brigham Young, Parley P. Pratt, John Taylor and Amasa M. Lyman went to George B. Wallace’s house, where the president stated that he wanted to fill up the vacancies in the quorum of the Twelve Apostles, and nominated Charles C. Rich, Lorenzo Snow, Erastus Snow and Franklin D. Richards to fill the vacancies. The nominations were approved of by the Twelve.

Thursday, February 22. Pres. Young met in council with President Heber C. Kimball, the Twelve and others. The following brethren were ordained and set apart as Bishops for the wards named: David Fairbanks, 1st ward; John Lowry, 2nd ward; Christopher Williams, 3rd; William Hickenlooper, 6th; William G. Perkins, 7th; Addison Everett, 8th; Seth Taft, 9th; David Pettigtew, 10th; Benjamin Covey, 12th; Edward Hunter, 13th; John Murdock, 14th; Abraham O. Smoot; 15th; Isaac Higbee, 16th; Joseph L. Heywood, 17th; James Hendrix, 19th. A number of brethren were also set apart as counselors to the Bishops. Pres. Young advised to first fence the city by wards and wished the Bishops to gather up the poor and look after them, and each Bishop to provide food for the poor of his own ward, and not depend upon the Bishops of other wards. Eleven of the Twelve Apostles met in G.S.L. City on the 22nd, viz: Orson Hyde, Parley P. Pratt, John Taylor, Wilford Woodruff, Geo. A. Smith, Amasa M. Lyman, Ezra T. Benson, Chas. C. Rich, Lorenzo Snow, Erastus Snow and Franklin D. Richards. They unitedly thanked God for His blessings and protection extended over them during their separation and His kindness in permitting so many to meet together. They congratulated each other on the eventful occasion when eleven of that Quorum could meet together with undivided confidence in each other and in every member of the First Presidency.
The Quorum deliberated upon the subject of raising means to sustain their families that they themselves might be more at liberty to preach the Gospel and attend to the duties of their ministry. Wilford Woodruff was appointed Clerk and Historian of the Quorum.
